Runtime Secret Boundary
只有当前租户的 Operator 或 Admin 可以读取 Secret 元数据和执行轮换。
当前请求没有可验证的 Operator / Admin 身份，因此没有查询任何 Secret 元数据。Secret 值始终不会通过读取 API 返回。
